Madison Ave. 882-3428 Man accused of car thefts A Florida man was arrested Wednesday in connection with the theft of two cars--one taken from a Johnson County man Tuesday night.

The suspect, James O. Jones, Sunrise, was being held without bond in the Jasper County jail today. He has been charged with theft, possession of stolen property and possession of marijuana. The incident began Tuesday night. David Rike, 18 Beech Court, Greenwood, told a Johnson County sheriff's deputy a man took his 1973 Dodge for test drive Tuesday and did not return it.

Rike told police the man, who was driving a red 1979 Fiat, met him on West Washington Street in Indianapolis, just west of Meridian Street about 9 p.m. Tuesday. Rike told police the suspect told him to drive the Fiat while he was driving the Dodge, and that he would call Rike later. Rike never received a call, police said, and reported the car stolen Wednesday morning. Police also checked the license plate and identification numbers on the Fiat, and found it had been reported stolen in Florida.

Meanwhile, police put the description, license plate number and identification numbers of the Dodge into a computer listing of 1 stolen vehicles so other police officers could keep their eyes out for the car. About 4 p.m. Wednesday, Indiana State Police at Lowell received a call that a man left without paying for $13.91 worth of gas at a service station at Interstate 65 and State Road 231 in Jasper County, north of Lafayette. Police stopped the car, driven by Jones, a few minutes later -on I-65, and determined the car matched the description and identification numbers of Rike's vehicle. Council clarifies view on bonds By STEPHEN KEY Dally Journal Staff Writer Developers or businessmen already committed to locating in Greenwood need not bother asking for the support of Greenwood Councilman Don Harper for Economic Development Commission bonds.

Harper made that clear last night during a meeting of the city's Economic Development Commission attended by six of the seven council members. The council had been invited to discuss what incentives the commission should use to aid in the city's economic growth. Economic Development Commision bonds were the primary subject. Interest on the bonds is not taxable, meaning they can be offered at a lower percentage rate than conventional financing packages. "Every business we refused (tax- exempt bond requests) had the intent of coming and was contractually committed to come before they approached the EDC," Harper said.

"These people had the wherewithal to come anyway, but were looking for a cheaper rate." The councilman mentioned Wayne Nelson's request for $3.5 million for an addition to Mission Hills apartments in June and Service Merchandise's $2.5 million request in 1981. Nelson has started his expansion through conventional financing and Service Merchandise built its store in Greenwood Park Mall, Harper said. Service Merchandise filed a multimillion-dollar lawsuit against Greenwood over the bond request rejection. That case is pending in U.S. District Court.

Harper's philosophy on the use of EDC bonds as an inducement for businesses was the most restrictive of the council members. He said he generally did not favor using the bonds for apartment buildings or small office buildings. Councilwoman Margaret McGovern said, "'Philosophically, I'm in the same ballpark as (Harper)." She stressed EDC bond requests should be tied to the creation of new jobs. Although no clear-cut pattern of what the council would favor or reject in the way of EDC financing was established, commission president Bob Hiatt siad the meeting was "beneficial." Hiatt said the five-member commission will examine requests in the same manner the Mission Hills request was reviewed. "If we think it qualifies, we're going to present it to the he said.

Hearing postponed A dismissal hearing scheduled for Friday regarding four counts of offcial misconduct filed in May against Franklin Street Commissioner Louis Moran has been postponed. Prosecutor Robert Shook and Jack Rogers, Moran's attorney, agreed to reschedule the hearing because both want Johnson Circuit Court Judge Larry McKinney to make the ruling. A pro tem judge is handling McKinney's court cases today and Friday. The hearing was reset for 10 a.m. Nov.

16. Moran, 63, was indicted by a Johnson County grand jury May 15. Three of the counts accuse Moran of illegally selling city-owned equipment. The maximum penalty for each of the charges is one year in jail and a $1,000 fine.
